Even if she had won the race, the team still would have been third at best.  As such, the race was a fine indicator of which teams in that County are better than others.  The fact remains that your rankings are inaccurate, and that you're not actually looking at which teams are the top teams in the region.  You are only looking at the Bowdoin or Manhattan races to determine who might be the best teams in the Region. Middletown South, which won that race, is ranked 4th in NJ, so there are at least those 4 teams that are better than what you have compiled.
